I purchased these from a friend who is getting out of the hot tub business. Friend said these had never been used. I cannot tell if these bottles have ever been opened.

Bottles look full to me (looks like manufacturer fill level is approximately 1.5 inches from top-see pictures where I pointed out the level of fullness in the bottle).
